Utilizing the SafeStaff® educational training materials and harnessing the resources of FRLA industry experts and former regulators, RCS is the largest and most respected firm of its kind in Florida. With training managers from Pensacola to Key West, RCS stands ready to serve Florida's hospitality industry.

RCS offers training programs for Responsible Vendor Training, Food Safety Training for Employees and Managers, Sexual Harassment/Workplace Discrimination Prevention Training, and Professional Development Training. These training programs are fully administered by RCS leaving the restaurant manager to attend to other operational matters.

Carol B. Dover

President/CEO, Florida Restaurant & Lodging Association
Carol B. Dover has been President and CEO of the more than 10,000 member FRLA since July 1995. Her previous experience includes serving as Deputy Chief of Staff to Governor Bob Martinez, Director of the Division of Hotels and Restaurants, Assistant Director of the Beer Industry of Florida, and President/CEO of the Florida Outdoor Advertising Association. She is a member of the Boards of Directors for Visit Florida and the National Restaurant Association, and holds numerous industry distinctions, including Florida State Dedman School of Hospitality Alumna of the Year and inaugural recipient of the Dick Pope Legacy Award for Tourism Leadership.

Richard Turner

Vice President, Government Relations and former Director, Div. of Alcoholic Beverages & Tobacco
Richard Turner serves as Vice President of Government Relations and General Counsel for FRLA. During his FRLA service, Turner has been at the forefront of debate on a multitude of legislative challenges vital to the hospitality industry, ensuring the voice of the industry is heard on such pivotal issues as school start date, insurance, bed tax, tort reform, and much more. Turner joined FRLA in 2002 after serving as State Beverage Director for the Florida Department of Business and Professional Regulation. A 16 year civil servant, he also served in the Department of Agriculture as the Deputy Director of Law Enforcement and has held the positions of General Counsel to the State Fire Marshall and Senior Attorney with the Florida Department of Insurance.

Geoff Luebkemann

Vice President, Education & Training and former Director, Division of Hotels & Restaurants
Geoff Luebkemann joined FRLA as VP of Education and Training in July 2006. Luekemann and his team are responsible for statewide operations that provide food safety training products and services that satisfy state mandates and bolster risk management. He is the former Director of the Florida Division of Hotels & Restaurants License and Inspection. Luebkemann provides expert advice and recommendations to food and lodging operators regarding new establishment openings, inspection issues, and general food service and lodging license matters. Luebkemann's background also includes 15 years of operational experience in food service and lodging and other public service including managing consumer protection programs at the Florida Department of Agriculture and Consumer Services.

Christy Crump

Director of Operations, Regulatory Compliance Services
Christy Crump joined RCS in 2012. Her background includes 20 years in high level administrative positions and five years as founder and President of Crump & Associates, a training and professional development company with a client list including Fortune 500 companies. Crump brings extensive knowledge of training, curriculum development, networking, and marketing to RCS. She is President of the Florida Federation of Business & Professional Women and is one of "Tallahassee's 25 Women You Need to Know."

Mary Alford

Licensing & Regulatory Coordinator
Mary Alford joined FRLA in 2013 where she served in the Government Relations office. Mary's previous experience includes the Florida Department of Business and Professional Regulation (DBPR) where she was responsible for licensing and regulatory inquires. As part of the RCS team, Mary coordinates licensing and regulatory processes for RCS clients.
